On June 9, 2025, the University Teachers Association of Ghana (UTAG), in collaboration with the Technical University Teachers Association of Ghana (TUTAG) and the Colleges of Education Teachers Association of Ghana (CETAG), issued a strong call to action over delays in releasing the exchange rate for the Book and Research Allowance (BRA). The associations expressed serious concern about the prolonged delay, which has caused unease and disappointment among their members. Many educators rely on this allowance to support critical academic and research-related activities.
The leadership of the three unions convened on June 8, 2025, and reached a unanimous resolution. They urged the government to urgently release the applicable exchange rate and begin the disbursement of the BRA payments. They emphasized that even though the rates were released late, any delay in payment beyond September 2025 would not be tolerated. The unions underscored that the allowance is a statutory right under their Conditions of Service and a key component in advancing academic work, research, and the sharing of knowledge.
The unions further warned that if the government does not initiate the payment process by June 13, 2025, this inaction would trigger a formal strike notice from UTAG, TUTAG, and CETAG, affecting all affiliated educational institutions.
The educators called on the government to act promptly to avoid disruptions to the academic calendar and to reaffirm its commitment to the welfare of teaching professionals and the stability of higher education.
